What We Do

Championing Care and Compassion Across Kentucky
Kentucky is a place full of opportunity and heart, but for many people with intellectual and developmental disabilities, the world can still feel out of reach. Too often, children and adults face neglect, unsafe conditions, or years-long waits for the care they need. At Blue Sky Case Management, we believe every person deserves safety, inclusion, and the freedom to live life their way.
We provide Medicaid waiver case management services that help families navigate complex systems with compassion and guidance. Our mission is to make care more personal, more connected, and more human — because behind every plan, there’s a person with dreams, potential, and a story that matters.
Louisville: A City of Opportunity for Everyone
Imagine living in a place where limitless opportunities meet Southern charm and Midwestern sensibility, crafting a unique, welcoming home for dreamers and big thinkers. However, let's not forget the boy child with Down Syndrome who bears the scars of cigarette burns. He had difficulty reporting abuse, which made him a frequent target. Yet, we must confront the reality that, for some, a bridge becomes their shelter. Unsafe living conditions constitute neglect.
Imagine a place where your dreams set the limits, and your skills and creativity build an exciting and meaningful life. Yet, we often overlook the man with dementia sitting quietly on the park bench. He wandered unsupervised, leading to elopement and accidents like falls.
In our busy city centers and awesome old neighborhoods, you can see chances to do amazing things all around you. And even a wandering woman singing her own tune. Her singing helps her connect with long-term memories. Wandering exposes her to traffic, dehydration, or hypothermia.

Experience a city and state bursting with opportunity and vibrant living, where dreams come true and everything feels possible. Yet, over 13,000 developmentally disabled people are wait-listed in Kentucky, yearning for essential Medicaid services to live inclusive, meaningful, and self-directed lives in our community.
Despite ongoing efforts to foster inclusion, a significant portion of our clients continue to face social isolation, leading to loneliness and emotional distress. As we revel in our city's moment of glory, let's also champion compassion and connection.
Let every moment inspire you — come be a part of our story to support vulnerable people living in our community!
Stand up, take action, and show you Give-A-Damn and SAVE MEDICAID FUNDING from giving tax cuts to billionaires!
Our Mission: Advocacy in Action
We help all ages to develop a vision for a good life, to think about what is needed, identify supports & discover what it takes to live the way one wants to live.
We help Medicaid waiver adults and children choose from a list of effective natural or paid supports to live and enjoy life in the community.
We empower each person’s dream to come true…to help adults and children engage in life experiences to move toward an inclusive, productive, outstanding life in the future.

Our Case Management Services

Supports for Community Living (SCL)
The SCL Waiver helps people with intellectual and developmental disabilities live safely in their own homes or communities rather than institutions. It gives members the chance to build independence, connect with others, and lead meaningful lives in the least restrictive setting possible.

Michelle P. Waiver (MPW)
The MPW allows children and adults to receive services at home through Kentucky Medicaid. Families gain peace of mind knowing their loved one is safe, cared for, and surrounded by support while maintaining their independence and comfort.

Participant Directed Services (PDS) for SCL & MPW Waivers
PDS empowers families to take control of their care by choosing and managing their own support staff. This approach allows families to tailor services around their loved one’s unique needs, ensuring the right care in the right way.
Stand Up, Take Action, and Show You Care
When one person is left behind, our entire community loses something special. Whether you’re a family seeking support or a professional who wants to make a difference, you have a place here.
Let’s build a brighter, more inclusive future — one person, one plan, and one act of care at a time.
